Международная научно-практическая конференция «Инновационный потенциал eLearning: перспективы развития высшего образования»

10-11 сентября 2015 г. в конференц-зале пансионата «Алтын-Куль», с. Кара-Ой, Иссык-Кульской области проходит международная научно-практическая конференция «Инновационный потенциал eLearning: перспективы развития высшего образования» в рамках ТЕМПУС проекта «Внедрение менеджмента качества в электронном обучении в университетах Центральной Азии (QAMEL)» при поддержке Министерства образования и науки КР, Кыргызской Ассоциации Дистанционного образования и Бишкекской финансово экономической академии.
В работе конференции принимают участие специалисты, имеющие отношение к области электронного обучения, из всех областей республики и зарубежных вузов-участников проекта ТЕМПУС «Разработка и внедрение системы менеджмента качества eLearning в центрально-азиатских вузах- QAMEL» (Германия, Литва, Франция, Казахстан, Туркмения). Реализация этого проекта важна для образовательной системы Кыргызской Республики, т.к. позволит внедрить целостный подход к электронному обучению, ориентированный на обеспечение и контроль качества.

“European Union – Central Asia” in the transfer of innovative technologies and IT solutions

On August 27, 2015 in Almaty University of Management (AlmaU) the final conference of the project EU eINTERASIA was held. The content of the project INTERASIA – transfer of EU innovative IT-solutions, knowledge and technologies in the countries of Central Asia. The conference was attended by:

  • Head of “Information-methodical department” – Z. Suerkulova;
  • Head of the program “Management and Tourism” – assistant professor A. Mambetova;

The conference participants had a unique opportunity to meet with representatives of the European Commission (EC) and the Kazakhstan Center for Cooperation with the European Commission, as well as getting acquainted with the possibilities of funding under the various European programs. eINTERASIA Project participants, representing different countries (Latvia, Lithuania, Estonia, Germany, Uzbekistan, Tajikistan, Kazakhstan), introduced the positive experience (Success story) cooperation, “European Union – Central Asia” in the transfer of innovative technologies and IT solutions.

Promotion of a culture of quality in higher education of Kyrgyzstan: the content and technology of self-educational organizations

On July 10, 2015 the Bishkek Academy of Finance and Economics with the support of Fund named after Konrad Adenauer held a round table on the topic “Promotion of a culture of quality in higher education of Kyrgyzstan: the content and technology of self-educational organizations.” The meeting was attended by the regional authorized representative of the fund in Central Asia T. Kunze, head of strategic planning and monitoring of the Ministry of Science and Education of the Kyrgyz Republic L. Marchenko, professor at the Moscow Institute of Business and Law A. Zybkin, rector of BAFE, a national expert on Higher Education Reform in Kyrgyzstan, Assoc . Svetalana Sirmbard, Chairman of the Public Council of the Ministry of Education and Science of Kyrgyz Republic A. Bakirov, independent educational consultant C/ Omurkulova. BAFE Rector Assoc. Svetlana Sirmbard during her presentation on the topic “Documentation of quality assurance of educational programs”, shared the experience of the Academy to organize an education quality system within projects of TEMPUS (CANQA and DOQUP), implemented in the universities of Central Asia with the financial support of the European Union. As a practical example of implementation of electronic documentation for quality assurance of education programs, the head of the BAFE Educational Department Nurkyz Suyerkulova presented online platform developed within the DOQUP project, where you could see how the information is gathered, objectives and expected results of each discipline, as well as evaluation methods. The draft of Standards and criteria for Accreditation Study programmes in the Kyrgyz Republic have been included requirementsfor the development of eLearning.

Distant and E- learning in HEIs of Kyrgyz Republic: legal, methodological and technical support

Associate Proffesor, Ulanbek Mambetakunov and Senior Lecturer Zamira Surekulova visited the Kyrgyz State Technical University named after I.Razzakova, within the round table on; “Distant and e-learning in HEIs of Kyrgyzstan: legal, methodological and technical support ”. During their visit, they were introduced to the activities of the Institute of Distance Learning and Development; using information technology in the educational process. Employees of Distance Learning demonstrated equipment for video conferencing; electronic educational resources, etc. In addition, the information was provided on payment of the contract students through the terminals.

February 6, 2015 a round table on “Perspectives of development of e-learning in HEIs of Kyrgyzstan, in accordance with the strategy of education development for 2012-2020” within the project TEMPUS QAMEL “Introduction of quality management in E-Learning system in HEIs of Central Asia” was held in Park Hotel. The event was organized by Bishkek Academy of Finance and Economics with the support of the Ministry of Education and Science of Kyrgyz Republic, Konrad- Adenauer Stiftung and Kyrgyz Association of Distant Education. The aim of this round table – development of tools for the E-learning development in HEIs of Kyrgyzstan.
Deputy Minister of Education and Science of Kyrgyz Republic, Mrs. Bermet Tursunkulova, Regional authorized representative of Konrad- Adenauer Stiftung in Central Asia, Mr.Tomas Kuncse, Head of Referantur of Konrad- Adenauer Stiftung for Asia (Southeast Asia, Central Asia and the Pacific), Mr. Mark Fring, National coordinator of ERASMUS + office in Kyrgyzstan, Mrs.Gulnara Chokusheva, Professor, Chairman of the Board of KADE, Mr. Omuraliev U. made a welcoming speech in front of guests and participants of the round table.
Rector of BAFE, a national expert on higher education reform in the Kyrgyz Republic, Mrs. Svetlana Sirmbard she gave a presentation on “The use of resources of the project QAMEL for the development of regulatory framework of e-learning”, Vice Rector on educational work of KSAL, Mrs. I.Dmitrienko made a report on “The use of QAMEL project resources for the development of educational and methodological framework for e-learning”, International expert, Dr., Professor. Andrei Zybkin, gave a speech on “Improvement of regulatory framework of e-learning in the Russian Federation”.
As a result of this round table was stated an assertion of interaction scheme of QAMEL project with Ministry of Education and Science of Kyrgyz Republic and KADE (Kyrgyz Association of Distant Education).

Actual problems of education (distance education technologies)

From 11.09.2014 till 13.09. 2014, the Kyrgyz Association for Distance Education, one of the founders are Bishkek Academy of Finance and Economics (BAFE) and the Kyrgyz State Academy of Law (KSAL), was held the International Workshop on "Actual problems of education (distance education technologies)" to discuss the following questions:

  • using of distance learning technologies (DLT) in the learning process;
  • the technology development of electronic educational resources;
  • methodology for monitoring of teachers and students work in the educational portal;
  • Questions of teachers and students motivation to use advanced information technologies in the educational process;
  • Exchange of experience of participants on the use of DLT;
  • Some of the challenges of developing new regulations on the use of DLT;

The seminar was attended by about 60 leading experts in the field of distance education (e-Learning), representatives from more than 20 universities in Kyrgyzstan (Bishkek Academy of Finance and Economics, Kyrgyz State Academy of Law, Issyk Kul State University, Institute of Continuing and Distance Learning of Bishkek Humanities University, Institute of continuing open education of the Kyrgyz Economic University, Institute of Economics and Finance of the Kyrgyz National University, Kyrgyz State Technical University, Kyrgyz-Russian Institute for distance Education, Kyrgyz Russian Slavic University, Kyrgyz Turkish Manas University, International University, International Ataturk Alatoo University, American University of Central Asia, Naryn State University, Osh State Law Institute, Osh Technical University, Talas State University, Educational Research and Production Complex of International University of Kyrgyzstan and expert on distance learning technologies, Professor of the Kaunas University of Technology, chairman of the National Association of Distance Education (NADO Lithuania) Danguole Rutkauskiene, who was invited by members of the project consortium (BAFE, KSAL, ISU) TEMPUS "Development and implementation of quality management system E-Learning - learning in Central Asian universities (QAMEL). Professor Danguole Rutkauskiene shared with experience in the field of distance learning technologies and the activities of the project. Also in this workshop BAFE, KSLA presented the results of activities on the development of distance learning technologies within the project QAMEL. One of the important outcome of this workshop is to conclude an agreement between organizations KADO (Kyrgyzstan) and NADO (Lithuania) on cooperation in the field of distance learning technologies. The outcome of the workshop, it was recommended:

  1. To raise awareness about the possibilities of distance education to create awareness and education distance learning centers in the regions of the country;

  2. Carry out the proper training of specialists in the field of distance education at the leading universities of the Republic;

  3. To ensure the quality of distance education services certified educational institutions on the criteria and requirements of the Ministry of Education and Science of the KR;

  4. It is recommended to create a working group for the development of distance learning technologies for regulatory legislation:

  5. Recognize an international workshop on distance education and its development as an effective platform for sharing experiences and building a constructive dialogue between all stakeholders.
